Config SDK Spec Correction #26

When went through each language SDK implementation for Configuration API, it was realized that we may need to fix SDK Spec to cater to some valid scenarios.

This needs to be clearly specified that a Stream will be provided as a response to SubscribeConfiguration or if a user-provided handler will take care of stream itself.
