Working DTLS Support #6

This pull request provides LibNyoci with working DTLS support when used with OpenSSL 1.1.0. It may work with OpenSSL 1.0.2 as well, but this hasn't been well tested.

It is still a slight work in progress, but once this is merged I think we can wrap up 0.07.00.
