GitHub actions is broken for windows MinGW, seemingly due to updates to GitHub's Windows test runner. This PR is meant to fix those errors. Since there is no upstream fix for egor-tensin/setup-mingw@v2, we're just going to downgrade the windows runner we use to windows-2019
