  Description

  This pull request updates the teleprompt documentation in the docs/DOCS_README.md, docs/language_models/language_models_client.md, docs/language_models/using_local_models.md, and inspect-app/react-app/README.md files. It adds a new section on Teleprompt that explains its purpose, philosophy, and how it achieves its purpose. It also includes usage examples for Teleprompt. Additionally, it updates the docs/language_models/language_models_client.md file to replace a reference to dspy.TGI with HFClientVLLM. Finally, it updates the inspect-app/react-app/README.md file to include the Teleprompt section.
