[PATCH] add ArrangeView event #232

The attached patch (against wmii-hg r2758) emits a single "ArrangeView" event 
(with no arguments) when a client is attached to or detached from the managed 
layer in the current view.

This event allows my wmiirc to persist automated client arrangements (such as 
emulating LarsWM tiling behavior) by reapplying them whenever the managed layer 
gets a new client or loses an existing client.
