athena console intalation problem windows 8 #8

What steps will reproduce the problem?
1. download the console setup file from here: 
http://athenasource.org/downloads/index.php
2. try to run it
3. Error ocurred - "This application Unespectedbly quit"

What is the expected output? What do you see instead?

Expected: "succesfully installed"

Intead:
