First, some minor stuff:

tidied the SQL migration script a bit (just reordered stuff and tidied comments)
remove "package-viewer" commands from the CLI - they weren't used, were half-baked, and were a pain to maintain throughout PM changes

More notable stuff, towards this comment:

removed 'version' field from Package Type, Const, and Fn before long, we'll be using hashes to reference things
use new Builtin fns for fetching package items, rather than using a Dark DB "Entries" - it's much easier for now, much faster, etc.
