Closes #50 : Resolved, now tested and working on windows machine

Toward #49 : Reporting of reagent objects is complete, building default view for models mostly complete

Closes #44 : Now user specified actions correctly handled by all labs and data targets (all workups can support the user specified action columns)

Closes #25 : Requirements file now the same as Capture, runs on all operating systems using the capture requirements file

Closes #17 : While it likely will never be perfect, we don't need an ongoing issue to track the non-pep8. This will be required for future commits / revisions to existing code

This was tested across all of the new datasets which use the most recent version of the capture code and generated runs from the most recent version. The generated datasets were hand validated and the checked by the versioned data repo upload process. Additional documentation for windows support is ongoing.
