Add functionality for using the mac filter list in approve and deny mac functions

Need a function to get and set the mac filter list Also need to make sure that entries in the mac filter list are checked for before approving or adding a mac on a host. Could also add a switch to deny-fogpendingmac that also adds the mac to the filtered list.
