encoding, collectStates and minor fixes

Hi,

I've got a little issue running darktips on my website, which uses another encoding than utf8. As you might guess: all special characters (like umlauts) became something else. So I simply replaced them with their respective htmlcode. I hope I got all of them, especially the spanish & french chars.

After that, I got bored. So I just optimized a few things. ^.^

• Basically the list of dataCollectStates is gone, which should decrease the amount of memory needed especially on pages with tons of tips.
• The element after the mouseenter event is now a jQuery object, which saved some reoccurring queries wihin the code.
