Windows: language is stuck on English

Describe the bug

I am having the same problem as #14977. The first time I start, as well as after modifying and deleting %LocalAppData%\darktable or running darktable.exe --conf ui_last/gui_language=de, the language never becomes other than English. The OS language is set to Japanese. The language setting in darktable at first launch was also set to Japanese.
