This is a first draft for the new filtering module.

This certainly need lot of fix, esp. in the language part ;)

maybe @phweyland can have a look at the "colorlables" and "text search" part ?

The "text filter" is ok for me.

@AlicVB, @phweyland I've added a bunch of stuff and some images. Please can you review.

There will be more work to do on the "top panel" section but I'll do that as part of re-doing all of the icons and screenshots.

(BTW when dragging to select date ranges, it seems to use hours, minutes, seconds, which results in a pretty nasty display)

Ok I think I'm going to merge this. Please raise an issue/PR if you see anything else that needs to change.
