Cropping guide for German passport and ID card photos. #462

I created LUA script which implements a cropping guide for German passport and ID card photos.

The guide is based on the official standards from the Ministry of Interior and Community, as published at https://www.bmi.bund.de/SharedDocs/downloads/DE/veroeffentlichungen/themen/moderne-verwaltung/ausweise/passbild-schablone-erwachsene.pdf?__blob=publicationFile&v=3

The guide is derived from the original "passport_guide.lua", which implements the standards published by the Finnish government.

Perhaps this might be useful for others as well.
