5.5.4 login.defs USERGROUPS_ENAB added #19

Hello,

At the remediation part of 5.5.4 there is a suggestion to set USERGROUPS_ENAB to no. By default Ubuntu 20.04 has this set to yes (at least minimal cloud img). In that regard I'm opening this PR to consider this option in playbook. cis_5_5_4

Hi @jodlajodla - Thanks for coming up with that 👍🏼

Can you please switch the PR to be merged to feature/cis_version_1.1.0 branch instead of master ? I need to introduce a couple of changes alongside prior to merging into master and releasing.

.. and apologies for the delay in looking into it, been quite caught up with day job 😄
