Add tag(s) to all preliminary tasks

SUMMARY

When running with tags particular for level_1 or whole sections, not all the preliminary tasks run particular the package facts.

Feature

• Add tags like "always" to the fact gathering or at least high level ones like level_# or section# when its known this will be a dependency.

ADDITIONAL INFORMATION

• This will just make the user experience a little more robust.
