Who made it and what is the license of that file and does the author agree, 
that it can be included with Vim? Ideally the author states here, his name, the 
license and that he grants permissions to distribute it together with Vim. If 
so, can you make a patch out of it and include it here?

It was done by me, Bunyk Taras (see history: 
https://uk.wikibooks.org/w/index.php?title=Vim/tutor&action=history), it is 
distributet under GNU GPL or GFDL as on wikipedia, or any free license needed. 

Patch that you need is a file generated by hg export?

I think hg export is fine. A simple diff should also do it. (Bram, please 
correct me if I am wrong.)
