Establishing a legitimate worldwide polity for humankind (including those not yet connected whose participation could be helped by a healthy advertising ecosystem) is not a problem that we can solve, however we should seek ways to increase representativity. One option could be the UN (possibly as an observer.

This will need buy-in from policy makers, tricky considering the current level of mistrust for adtech. In Europe at least an exemption for access to browser-located data will be required (under the ePrivacy Directive), as well as an acceptable legal basis (under the GDPR) for the necessary personal data processing.

They are more likely to back it if sufficient user representation is built in from the start.

As the funding to cover the necessary goverance could be extracted rom the advertiser supply site, why not address this head-on.

Online voting systems could be leveraged, and the founding charter could require popular representation in institute decision making, democratic mandates for charter changes etc.
