When default to English Text to Speech (TTS), need to pass in English strings #651

What steps will reproduce the problem?
1. Set the system locale to Dutch
2. Set TTS to English (US) or English (UK) (there is no Dutch TTS engine 
compatible with ICS, it seems)
3. Set a non-zero "voice announcement" frequency
4. Go for a run/cycle/etc.

What is the expected output? What do you see instead?

Announcements are wrong: "10.4km/hour" gets announced as "104 km/hour", 
"0.84km" becomes "84km" etc.

What version of MyTracks are you using? On what version of Android? On what 
phone?

Galaxy Nexus, 4.0.1 (ITL41F), set to Dutch with English (UK) or English (US) 
TTS (because there is no Dutch TTS option)

My Tracks is version 1.1.11

I have the same issue

HTC One S Android 4.0.3 (stock HTC) set to Dutch with English (UK) or English 
(US) TTS (because there is no Dutch TTS option).

MyTracks 1.1.16

Note to fix this, when defaulting to English TTS, need to pass in English 
strings rather than Dutch strings.
