Automate release of python package

This set of changes:

• adds the missing setup.py that was on the released tarball but not in the repo.
• removes reference to the non-existent (at not as part of ParticleStats) script ParticleStats_TrackCompare.py (issue #6)
• adds a Makefile that automates creation of the Python package (as mentioned on issue #6)
• it does not forget to add the C sources to the package (fixes issue #5)

These were the changes required to make the package installable but does it make work properly or would some functionality still be missing?

A possible improvement would be a recipe to make a tarball with the web interface only.
