As a user, I want to be able to specify a default error handler for experiment failures

Following on from #9, user should be able to specify a default error handler.

Out of scope

Allowing user to specify a per-experiment handler

Done

Scientist API::

should call a default error handler when no default is specified
should allow user to specify the default error handler
should call a user-specified function when an error is signalled by experiment function.
