Adds:
1) Add rpm directory with spec and required file to create users/groups
2) Reorganize Python code into 'standard' structure for flexibility/extensibility
Outstanding issues / To-do:
1) Spec file macros for man and udev directories did not work, so are not present in current version (why?)
2) Man page file doesn't seem to be getting installed at all (why?)
