PyDarshan: Consider adding environment variables to control some behavior (e.g., verbose discovery, ..) #918

PyDarshan has some behaviors that user may want to change e.g., when troubleshooting an installation. Maybe there should be some environment variables to switch on debug information, or to overwrite the precedence for darshan-util.so discovery.
