don't draw missing partials #2

This PR won't draw a partial if it's missing. For my use case, I don't particularly want to list out my skills, for example, so I can now delete that entire section from my config, and it won't be drawn.

@gfairchild, thank you very much for pointing out a major omission on my part. I was working on a slightly different approach where the accordion sections can be specified right from the config.toml . The 09dd2fa8b422365744696d9421f7096f81e83388 should make it possible.
