Remove changelog.html from builds #59

it's crazy outdated. We track changes another way.

Can we make this gone?

That file is only used to track changes in the Editor and is updated for each major release. Prior to 1.9, it was updated for 1.8, so it was not really out of date. It is linked to from the Editor's About page, so we would need to modify the Editor before doing anything about the changelog page.

Set owner to @danrubel. Removed Priority-Unassigned label. Added Priority-Low, Area-Editor labels.

Could we update it if it is referenced from the editor?

It is currently updated as of 1.9.1, so I'm not sure anything needs to happen right away.

I think the concern is that it it's a bit confusing. It's not clear it only deals with the Editor – and it's the only such file in our repo.
