Update Dartium debug protocol to the latest #84

Error in the code path taken where all versions after Dartium 1.12.2.0 is not working as expected when debugging.

This was originally reported as an issue with DartSDK, see that issue for instructions to reproduce. https://github.com/dart-lang/sdk/issues/26410

This happened because webgl readPixels stopped working after Dartium 1.12.2.0. So this issue does not have anything to do with this plugin.
