Deprecate service compiler code #523

Deprecate the service compiler code, which is no longer being maintained.

CL https://github.com/dartino/sdk/commit/47ff727ae6de3d6172310e12edf993500af28d1b attempted to deprecate just the samples, but that broke tests and was reverted. We should deprecate all parts (src, tests, samples).
