[Enhancement] Make a template with mason #1205

What problem do you want to solve?

It can be possibly error-prone to initialize a new rule.

What do you think is the correct solution?

Make a template with mason to create the files in src and in the tests.

Thank you for the suggestion, I'm now considering to create a template for the Teams version, coz I usually copy one of the existing rules and use it as a template. But with the overall direction to have DCM as a standalone executable this repro is no longer expected to have new rules. So again, thank you for the suggestion and sorry, that your work was not merged.

You can take it for the teams version, I don't mind.

The Teams version has so many changes so it's more like "create from scratch" 🙂. But again, really appreciate your effort and if you want to have a licence key for the Teams version, let me know
