This CL includes:

removing of old code after successful switch to channel docs
channel specific version file update intervals, to make sure we get updated docs on be/dev channel sooner

In short: I would do it.

It's not that important, but if our developers add new apis/documentation to bleeding_edge, they can see their changes sooner on https://api.dartlang.org/docs/channels/be/latest/ (same is true for dev channel).

Back then you asked me whether we should make a lower time-to-expire for the bleeding_edge/dev docs -- so I implemented it (bleeding_edge: 30 min, dev channel: 6 hours, stable: 1 day).
