Redirect api.dartlang.org -> api.dart.dev #73

I DID NOT TEST THIS and it's been a while since I've been writing Python.

but also we can't really test this without just deploying. So let's deploy switch traffic and see if it works :)

Deployed, this does seem to work, new version is called redirect-to-apidartdev in appengine.
