Fix CHANGELOG.md and export record-related APIs #418

Fixed changelog entry for records support (records didn't make it to 4.5.0).
Exported record-related APIs.

Hmm, apparently I never actually published 4.5.0 and shouldn't have requested the bump to 4.6.0...
