Improve /flutter/favorites page #3844

If possible it would be neat to reuse the design for publishers... and give a description of what flutter favorites is, maybe include some graphics. Maybe something like this:

Perhaps also link to this from the Flutter Badge..

Note, I think we need to hold off a bit before we start making substantial changes to the current design.
