Deletes the (old) Dart Debug Extension that was using manifest V2. This extension hasn't been live since March 2023
Deletes the ability to compile the (new) Dart Debug Extension using manifest V2. We have been on manifest V3 since December 2023 (and Chrome has removed support for manifest V2)
Note: This looks like a lot of changes, but all I did was:
delete debug_extension directory
rename debug_extension_mv3 directory to debug_extension directory
update build_extension.dart to remove the --mv2 flag
