create pipeline

I created the pipelines for:

• [x] unit tests on pull request
• [x] unit tests on main
• [ ] test coverage
  • [x] generate coverage files
  • [ ] show test coverage in readme
• [ ] publish on pull request release
  • [x] dry run
  • [x] final run
  • [ ] setup credentials

I will test the publish with the next release.
