[MGR] Add support for Methylene HW2 PCB #750

Some dirty adjustments to add quick support for Methylene (Blueretro for PS2 Slim). Gamecube boot disabled, different ways to start PS2. Blueretro sends signal on PS2 Slim reset until it detects 3v3 signal It allows you to start the console remotely.

@GusseDev this is very hacky and will not be merged in its current form.

You will need to clean it up and also justify why you change things like LEDC config.
