Hola a mi me paso lo mismo, la forma en la que logre solucionarlo fue poner el Steam en modo ahorro para que use los gráficos integrados de mi CPU y me permitiera abrirlo, los juegos que tengo en Steam usan la 30hx que compre para ejecutarse isa que no es gran problema.

Remember that in the Nvidia Control Panel, you need to set the graphics card to handle the graphics processes. If you have that set, just put the Steam application in the integrated graphics settings, not the games, only the launcher
Some time ago, Steam stopped working if there was a patch driver installed. But if you disabled the video card in Device Manager, Steam started normally. However, this is very inconvenient and even if you linked a Steam bat file to launch, the game from the library did not always run on the video card.
