New functionalities added (see CHANGELOG.md)

This pull requests includes several new features. Both MQ4 and Python codes have been updated to provide these new features. See [CHANGELOG.md] to read a detailed explanation about the update, which includes:

• Possibility to download a MqlRate historic from an instrument.
• Possibility to subscribe to a MqlRate feed from an instrument.
• Real-time management of bid-ask price feeds and MqlRate feeds from the ExpertAdvisor through new PUSH commands.
