cring is not free after unbond14 days? #196

unbond14天后，cring无法到账。收到不少这类问题了，需要让用户怎么操作。选举锁定 70,701 CRING https://crab.subscan.io/extrinsic/1824691-2

问题是假设用户bond 1万RING, 同时在治理相关模块中投票锁定了1万RING (https://crab.subscan.io/extrinsic/1824691-2)，然后用户 unbond 1万 RING 并且等待14天，此时 1万 RING 依然是冻结的，无法转账。

electionsPhragmen -> removeVoter() 可以解决，可能不是最佳操作

Can solve this problem. If not executed removeVoter , when will the voting RING be automatically unlocked.
