ExtLib faces-config files aren't applied #19

This may be related to https://github.com/darwino/xpages-runtime/issues/14 , since I suspect that that shows up during processing of the ExtLib XspLibrary.

I originally figured the trouble was that the faces-config files are specified without a starting "/", which can cause trouble when running in Liberty, but it seems like the getFacesConfigFiles() method isn't called at all.

This has a workaround at the moment, but it's still ominous that the method isn't called, and so it's worth further investigation.
