Even dial-up is fine in some places. Slower Internet could even be an advantage.

I suppose this is technically in progress. Two projects that come to mind are Google's Loon https://loon.co/, and SpaceX's Starlink https://en.wikipedia.org/wiki/Starlink_(satellite_constellation).
