What would take 10% of the effort/cost to enforce and incur 10% of the friction and still yield 90% of the result?

One answer might be some type of universal healthcare or medicare for all, replacing other types of welfare.

I think taxes need to be simplified, but I'm not sure what's the best way to go about that.
