For each industry, we have to measure the cost and regulatory friction incurred to a new entrant and ensure that it is kept low.

As our capabilities are increased, we can increase the regulatory friction. For example, due to Aptible, it is more cost-effective to start a business in healthcare. We can introduce more regulation with increased ability to comply with the regulation.

There is a win-win for people who help with regulations -- regulations are a big part of keeping these companies profitable. As the prices of these services go up, the government can threaten to remove key regulations that these businesses depend upon.

A governor or president can advertise that, to start a business in industry so-and-so, it only costs X amount.

What is a reasonable startup cost for different industries?
