Right now, the dropdown menu only shows up if the window is focused. This 
prevents accidentally opening the menu when trying to switch windows, but it 
does mean that it takes two clicks to open the menu when the window isn't 
focused.

So, in order to support people who want to use as few clicks as necessary, 
there should be an option to have the menu icon show up on hover.

The Tab Organizer UI is actually being completely redone in version 5, so this 
shouldn't be an issue anymore. But it would still be nice to offer some 
customization for the different UI layouts, so I'll leave this issue open.
