Create a dashmate cluster and write networking code for CoinJoin

Description

This PR contains all the relevant code and content to accomplish the following:

• Create, maintain, and develop against a regtest cluster using dashmate
• Properly create a dsa message with collateral SOLVED
• Parse dssu messages
• Send and receive dsq messages using senddsq
• Parse dssu and dsq messages
• Demonstrate how to connect to a masternode multiple times and concurrently handle each connection individually
• Document and begin work on the browser library portion of the SDK
