Export / Import from mnemonic (for Web UI) #12

I want to be able to have the same wallet in Brave as I have on the CLI, so I'll need to be able to import the mnemonic words.

Output to file, not to screen.

This will lead to two problems:

we should use the ${account} feature rather than creating new mnemonics all the time (have a parent field)
we need a way to export and import the private wallets, contacts, and possibly caches too
