Depending on what you drop the file on, you would get a different result.
If you drop onto an Image Gadget, you create a new Image Variant gadget
If you drop onto an ordinary container, you create new Image gadget
Gadgets that have images (like a Page, which can have a preview image) take those as children, to allow for variants. Presuming we keep that HX, creating the image gadget, as per above, is always sufficient.
