i have the same problem when i try to import items.

Only users or administrators that were in the Joomla database when Glossword 
was installed are entered in the table gw_users in the mysql database which 
Glossword uses to validate users with permissions.

A work-around I found was to create a table entry with the user ID found in the 
main user table of Joomla.  Adjust the username, email, to match in gw_users.

Here is a solution that doesn't require getting into PHP MyAdmin.

1. login as the party with "Not enough permissions" to Joomla adminstration
2. Go to GlossWord Control panel
3. Select "My account"
4. Edit something in "profile" and click "save"
5. Table entry created with permissions.
