1.import=>terms
2.click 'import'
3.select csv/tsv
4.import
5.select data source = local file => browse & select file
6.read first time: (either on or off)
7.convert escaped: no (none in file)
8.fields terminated by: ","
9.default rest and click "import" => results above failure message

= What is the expected output? What do you see instead?
Expected successful operation with imported terms, defs, and seealso

= What version of the product are you using?
1.9.3

file encoding is UTF-8
