chore: update cloudwatch monitoring #572

Issue being fixed or feature implemented

The monitoring terraform was not deployed and hadn't been updated in a long time.

What was done?

Update alarms to work with new CWAgent namespace and add new node types

How Has This Been Tested?

Untested, this is probably too expensive as-is?
