feat!: add GroveDb operations log #582

Issue being fixed or feature implemented

To ease troubleshooting of Drive issues we need more visibility on operations what we perform on the state

What was done?

Defined Drive ABCI logs in the new format https://github.com/dashpay/platform/pull/1487
Added groveDbOperationsFile log

How Has This Been Tested?

None

Breaking Changes

Supported Drive version >= 0.25.4
