perf!: adjust platform consensus params #613

Issue being fixed or feature implemented

During load tests we figure out a better consensus params for our networks at the moment.

What was done?

Updated tenderdash consensus params in dashmate role
Added new dashmate's replica feature

How Has This Been Tested?

Deploying devnets and load testing

Breaking Changes

Genesis is changed so previously deployed networks aren't supported
Dashmate < v1.0.0-dev.2 is not supported
